SEND Statement

Buckingham Primary School is an inclusive primary school which promotes the ethos that all teachers are teachers of Special Educational Needs and Disabilities (SEND). Buckingham Primary School is a maintained school supported by Richmond Local Authority. We are committed to ensuring that all children and young people, including those with SEND, have access to high quality teaching known as Quality First Teaching (QFT) in order to make the best possible progress.  At Buckingham Primary School, we work in partnership with parents and carers to support all children to achieve their potential academically, personally, socially and emotionally across all areas of the curriculum. SEND Inclusion Toolkit and Charter

We support a range of SEND needs and offer appropriate intervention as required. In doing so, we utilise the SEND Inclusion Toolkit and Charter  resource created by the Richmond Local Authority to guide a consistent approach for inclusive provision for children and young people.

We aim to create a culture of inclusion through promoting positive perceptions of SEND. In doing so, we are committed to providing a fully accessible environment which values and includes all pupils, staff, parents and visitors. Please see our Accessibility Plan linked below for more information.

We understand that for parents and carers of children with SEND, there can be unfamiliar paths to navigate and it can be hard to find the answers. We strive to ensure that there is always somebody here to talk through your concerns or questions.

All local authorities must have a record or register of children with Special Educational Needs and / or Disabilities (SEND) in their area. This is in the Childcare Act 1989. The Special Educational Needs and Disability Register is Kingston and Richmond’s way of doing this.

The Register helps the local authority and local health services understand:

  • how many children and young people with special educational needs live in Kingston and Richmond 
  • the types of needs they have

The register is an opportunity for the Local Authority to hear from children, young people, parents and carers. The Local Authority uses this information to plan and develop better services.

Everyone on the register will benefit from:

  • Information about support, services, activities and events
  • Information aimed at young people with disabilities
  • Opportunities to have your say about the services that are important to you
  • The knowledge that your anonymous statistical data is helping us to plan and improve services

Who should register?                                                                                                      If you live in either Kingston or Richmond, we encourage anyone whose family includes a child or young person whose has a special educational need* or disability**  to register. This would include:

  • Pre school children whose learning and development is significantly delayed.
  • Pre school children who have been identified as needing extra support, for instance, in a childcare setting.
  • School age children or young people who are receiving support for a special educational need at their school or educational setting. Children may be on the SEN Support register in their school.
  • Children or young people who have an Education Health and Care plan issued by either Kingston or Richmond (through Achieving for Children).
  • Young people who are on a supported internship, traineeship or apprenticeship.
  • Young people over 13 years of age can register independently and can remain registered until their 25th birthday.

Richmond Parent-Carer Forum:                                                                                    Richmond Parent Carer Forum (PCF) is an independent group run by parents for parents or carers of children/young people (aged 0 – 25 years) who have any form of special educational need or disability. Your child does not need an official diagnosis for you to become a member and they support families of children with any type of additional need including learning difficulties like dyslexia.

The service receives core funding from the Department for Education and their purpose is to ensure that the voices of parents, children and young people are heard in the planning and implementation of SEND services in Richmond. They can also help you to access services and provide valuable peer support, connecting you with other parents who understand the special joys and challenges of raising a family with additional needs.

Membership is open to all parents and carers of children and young people with special educational needs and/or disabilities (aged 0 to 25 years) who live in the London Borough of Richmond upon Thames.  Here is a link to the membership form

SEND Information Advice and Support:                                                                    The Information, Advice and Support Service (SENDIASS) in Kingston and Richmond offers advice and support across a wide range of subjects. This may include help with personal budgets and how to use the Local Offer plus information about:
  • local support networks
  • education, health and social care services
  • your rights in education, health and social care
  • mediation and dispute resolution

The service is a free, confidential and impartial. It is for children and young people up to the age of 25yrs who have special educational needs or disabilities, and their parents or carers.
